Registration of Foreign Citizens

Immigrants enter the Republic of Kazakhstan and leave the Republic of Kazakhstan through checkpoints on the state border of the Republic of Kazakhstan open for international and passenger traffic. Immigrants must use passports or substitute documents with visas of the Republic of Kazakhstan unless otherwise specified by the legislative acts of the Republic of Kazakhstan and / or international treaties ratified by the Republic of Kazakhstan.

From 11 January 2020, foreign citizens are exempted from registration with the internal affairs authorities for up to 30 days. Moreover, the period of temporary stay in the Republic of Kazakhstan may not exceed 30 calendar days from the date of crossing the state border, totaling 90 calendar days during each period of 180 calendar days.

When a foreign citizen stays in Kazakhstan for a period of more than 30 days, the receiving party must issue a temporary residence permit to the guest. A foreign citizen does not apply for permission himself / herself. All responsibility for informing about the arrival, stay and registration of a temporary residence permit of a foreigner rests with the individuals and legal entities that receive him / her.


Hosts are obliged to inform (by the notification) the migration service about foreigners staying with them within 3 working days from the day of their arrival.

The notification can be registered through the visa-migration portal www.vmp.gov.kz. The VMP provides an opportunity for hotels and places of temporary stay for foreigners to send notifications about temporary stay of foreigners to the departments of the migration service at their location.

In case of the absence of such notification, the receiving party will be held administratively liable in accordance with Article 518 of the Code of the Republic of Kazakhstan on the Administrative Offenses (failure to take measures to timely inform the internal affairs bodies about foreigners staying with them).

Citizens of the Australian Union, the United States of America, the Republic of Austria, the Kingdom of Belgium, the Republic of Bulgaria, the United Arab Emirates, the Federal Republic of Germany, the Hellenic Republic, the Kingdom of Denmark, New Zealand, Japan, the State of Israel, the Republic of Ireland, the Republic of Iceland, the Kingdom of Spain, the Italian Republic, Canada, the Republic of Cyprus, the Republic of Korea, the Republic of Latvia, the Republic of Lithuania, Grand Duchy of Luxembourg, Hungary, Malaysia, the Republic of Malta, the United States in Mexico, the Principality of Monaco, the Kingdom of the Netherlands, the Kingdom of Norway, the Republic of Poland, the Portuguese Republic, Romania, the Republic of Singapore, the Slovak Republic, the Republic of Slovenia, the Republic of Turkey, the United Kingdom of Great Britain and Northern Ireland, the Republic of Finland, the French Republic, the Republic of Croatia, the Czech Republic, the Republic of Chile, the Swiss Confederation, the Kingdom of Sweden and the Republic of Estonia enter the Republic of Kazakhstan and leave the Republic of Kazakhstan without visas, if the period of their stay in the Republic of Kazakhstan does not exceed thirty calendar days from the moment of crossing the state border of the Republic of Kazakhstan.

In case of submission of applications for an extension of stay in the Republic of Kazakhstan for more than thirty calendar days, the internal affairs authorities of the Republic of Kazakhstan issue the citizens of the abovementioned states single-entry visas (business category) for up to thirty calendar days.

Upon request from an authorized investment body confirming the status of an investor of a citizen of the abovementioned states, the internal affairs authorities of the Republic of Kazakhstan issue single entry visas (investment category) for up to ninety calendar days.

Receiving (inviting) individuals and legal entities providing hotel services are obliged to inform the internal affairs authorities about immigrants staying with them within three business days from the day of their arrival regardless of the place of registration of the receiving individual.


Loss of a passport

In case of loss of a passport, an immigrant must immediately contact the internal affairs bodies at the place of permanent residence or temporary stay and provide a statement with a detailed description of when, where and under what circumstances the loss of the document occurred. Based on the application of the immigrant, who has been registered in accordance with the established rules and whose identity has been established, the migration police department issues a certificate issued to foreigners regarding their loss of passports or documents replacing them.

Based on the issued certificate, the foreigner receives a new passport or a document replacing it at the consular office of his/her country, whereby the internal affairs authorities issues the exit visa.
