Introduction
AI HUB / Data Center Valley is a strategic infrastructure project of the Republic of Kazakhstan, implemented under an Investment Agreement framework with the Government.
The project is aimed at developing a modern infrastructure platform for artificial intelligence, cloud technologies, and digital economy growth.
Against the backdrop of global capacity shortages in the US and Europe, rising electricity costs, and power connection constraints, Kazakhstan is emerging as a new location for hyperscale infrastructure deployment and scaling.
Project Concept
The project includes a dedicated territory of approximately 1,500 hectares in Ekibastuz, located in close proximity to the GRES-1 power plant, with direct connection to the power station.
The project provides a fully prepared platform for data center development:
- access to affordable and competitive electricity (~$0.025/kWh)
- allocated land plots
- water supply connection
- telecom infrastructure access
- ready engineering infrastructure
Investment Framework
The project operates under a special investment regime providing:
- 0% Corporate Income Tax
- 0% Property Tax
- 0% Land Tax
- preferential electricity tariff
- legal protection of investors
- stability of regulatory conditions
Entry Models
1. Wholesale Colocation (fast deployment)
- deployment in a ready data center
- we provide: shell, power, and cooling systems
- client installs its own IT equipment
- pricing model: USD per kW per month
- long-term contracts (10–20 years, take-or-pay)
- optimal for fast time-to-market
2. Greenfield (own data center construction)
- land plot and infrastructure are provided
- we ensure connection to power and telecom networks
- client designs, builds, and operates its own data center
- capacity up to 300 MW
- suitable for large technology companies and hyperscalers
3. Build-to-Suit (turnkey solution)
- we design and build a data center according to client requirements
- client defines technical specifications
- completed facility is leased to the client
- hybrid structures are possible (lease + participation)
- optimal for AI and high-density workloads
