Project description

This investment project (the “Project”) envisages the construction of the Kaskasu international tourist and recreation centre in the Sairam‐Ugam State National Park in Turkestan Oblast’s Tolebi District.

A 280 ha site has been provided for 49 years by the Tolebi District Akimat to build the tourist and recreation centre. The Project stipulates the construction of 12.7 km of ski runs capable of handling roughly 7,800 persons per day, a hotel for 150 guests, skiing facilities (cable cars, ski lifts, artificial snow systems and others), as well as summer leisure facilities.

Company

Kaskasu Resort LLPwas created in 2015. The company is the initiator of the project "Tourist and recreational center Kaskasu in Tolebi district of Turkestan region", projected on the territory of Sairam‐Ugam State National Nature Park.

Market

  • The number of domestic tourists in Kazakhstan has grown gradually: in the last 5 years, CAGR was 7%. In 2021, the number of domestic tourists increased by 55% compared to 2020.
  • The number of domestic tourists in Turkestan Oblast and Shymkent increased 8% and 13% in 2021due to the opening of borders and the tourism industry recovering after the COVID‐19 pandemic. The main reason for the development in domestic tourism is the growing tourism infrastructure, a correlation between prices and the quality of services provided, and the safe nature of leisure activities. According to the Turkestan Oblast administration, a pool of 16 infrastructure projects worth 57.3 billion tenge was created to develop tourism infrastructure.

What is the attractiveness of the project?

  • Year‐round availability and attractive location. Turkestan Oblast has the potential to develop niche tourism thanks to its unique natural characteristics.Winters tend to be relatively snowy and good for skiing, while summers are relatively warm.
  • Tourism growth. Kazakhstan is close to countries where international tourism is popular, which helps increase inbound tourism from these countries. Tourist numbers should increase to 2.5million by 2025within the framework of tourism development plans.
  • Growing demand. According to the National Statistics Agency, the Tolebi District has shown the greatest tourism growth in Turkestan Oblast in the last five years. Visitor numbers increased five‐fold, which led to the construction of a large number of resorts and recreation sites.

The Project requires investment of US$ 101 800 thousand with the following 
conditions:

  • Providing a foreign investor with a stake in the Project;
  • Organization by the investor financing of the Project.
